Thomas Schomerus (University Professor Dr. iur. Dr. h.c., *1957, studied law at the universities of Hamburg and Göttingen from 1976 – 1981. 1988, he started his career as an administrative official for the city of Hamburg, mainly working for the state environmental agency (Umweltbehörde) in the fields of construction law and environmental law. In 1996, he was appointed professor at the former University of Applied Sciences, Lüneburg, with the denomination of public law, in particular public administrative law. Since 2004, he holds the chair of public law, in particular energy and environmental law, at Leuphana University Lüneburg. He was awarded an honorary doctor´s degree by the Georgian Technical University, Tblisi, in 2005. Schomerus worked on numerous international and national research projects and has published broadly in the fields of energy and environmental law, with a special interest in the law of renewable energies and energy efficiency, waste law and law of natural resources as well as freedom of information law. In 2014, he was appointed Judge at the Higher Administrative Court of Lower Saxony. He has published over 300 books and articles on various subjects of environmental and energy law. In the ESYS project, Thomas Schomerus contributes his expertise to the working group "Development of photovoltaics and wind energy".
